What does "lead someone off to the room" mean?

She led him off to the room where he was to be held in custody.


Think of a criminal with handcuffs on. Now, an officer might grab the criminal's arm as he walks and directs the criminal to the interrogation room. He led him off to the interrogation room.

"Led him off to the room" merely means that he accompanied and directed the other person to a place. He need not have touched the other person as demonstrated in my earlier example.
