Certainly not "East Coast"! It's supposed to be Texan Houston, I believe. (Howard Hughes was born in Houston.) It's not DiCaprio's native accent, and I don't know how accurate it sounds. It did remind me somewhat of the accent of a fellow I knew who was from Houston.

Most of the action takes place on the West Coast (Southern California), but Hughes was no more from there than Sparky is; indeed, less so. I've heard native Southern Californian accents that sounded twangy to me, but not quite Texan-twangy. You don't hear that twanginess from natives of Northern California. Sparky has some twang und drawl in his speech, but it's different.
