" The Keynote address made by Amartya Sen on the eve of 98th Indian Science Congress is very informative and narrates the status and significance of Nalanda University. Although even now a number of Indian people are unaware of this prestigious and one of the oldest universities of the world whereas at a time there were more than 10000 students from all prat of the world.
The need of hour is to propagate and convey the information regarding this university. I personally wholeheartedly appeal to both the Central and state government to give a firm resolution to reestablish this historical and prestigious university. so that we could gain our integrity and identity which we have lost for many years ago".

-- Okay. Keynote doesn't require a capital. You may want "was" instead of "is."

Although even now a number of Indian people are unaware of this prestigious and one of the oldest universities of the world whereas at a time there were more than 100 students from all prat of the world.
-- Although even now a number of Indian people are unaware of this prestigious university, one of the oldest in the world, ... then I can't understand what the rest means.

The need of hour is to propagate and convey the information regarding this university.
-- Our current need is to ?gain more publicity? for this university. There's nothing grammatically incorrect about propagate and convey information (no "the") but it's not very natural.

I personally wholeheartedly appeal to both the Central and state government to give a firm resolution to reestablish this historical and prestigious university. so that we could gain our integrity and identity which we have lost for many years ago.
-- No capital c in central, use a comma instead of a period after university, regain instead of gain, and integrity seems the wrong word.

What's missing is who this university seems to have lost its identity. A little intro about that would help. "Once one of the most famous universities of its day, XXX has... " something that tells the reader what happened.
