Yep. Going back to "Parking Wars", one of the divisions they follow is the Boot Squad, usually Garfield and Sherry (they are a hoot).

They basically drive around punching in license plate numbers of parked cars until they get a "hit". Ones with a lot of tickets might get an immediate tow.

I suppose we're all familiar with the story of the guy who ordered personalized plates that read "NONE"...everything was fine for a while, then he suddenly started getting fines in the mail for parking in places he'd never been, sometimes several such places concurrently..r

That's common here, and was the case when I was ... young mums with their own kids at the primary school.

At my primary school, it was the caretaker's job, but I don't know that schools have full-time caretakers these days.

They do around here, at least. At the Junior school where I'm a governor we have two, who work overlapping shifts to cover the time from 07:00 - 18:00. The school is open late for clubs and music lessons.
