I, too, am confused why none of the inverted versions are acceptable, for, say, literary effect.

At the meeting place of the Yangtze River and the Jialing River lies Chongqing.-- standard inversion after fronted adverbial of place.

At the meeting place of the Yangtze River and the Jialing River Chongqing lies.-- OK but sounds poetic because the inversion is actually the unmarked form.

The emphatic do (in the face of denial of the city's location) would relocate the place adverbial to a position of emphasis, the end of the sentence Chongqing does lie at the meeting place of the Yangtze River and the Jialing River.

I use the phrase to mean the standard/usual/unstressed/unremarkable form.
