Can just like be used like this with a comma preceding it? or without one?

Either way. If you think of "just like" as a sort of two-word conjunction equivalent to "as", use the comma. If you think of "just like" as equivalent to "the same way that", use no comma. I lean toward no comma. Be aware that "just like" is informal in this context.
