Some friends are talking about a certain investigation. The police are looking for their friend who is hiding himself.

One girl says that they will use them to reel him in.

Another one says: What do you mean? Use us as bait? That's preposterous. We are United States citizens. Knox (CIA agent who's looking for him) is a public servant.

Another friend says: That line didn't even work in the fifties. He's a public servant with a job to do. Nail our friend. And while he's on the run, we're left as targets.

Does it mean something like: This way of thinking didn't even work in the 50's? Or something else?

I think that last guy is referring to what the guy before him said.

But I'm also not sure what's being suggested.
