Hello.

When someone says a building or hut is low, what does it mean?

Does it mean it is exactly at the same level as ground?

No. A low building is not very tall. We say "low" instead of "short" for buildings and the like.

Hi,

They may be referring to the ceiling being low. Sometimes it can mean a structure sits low on the terrain. In comparing two buildings, one may be lower than the other. This could mean one is shorter or one is sitting lower on elevation. It depends on the situation.
