Hi,

'Make basic repairs to the cooling system' is a direction you get when you play Fallout. I was wondering if 'make repairs on' would also work.

"There are people making repairs on the road that leads to the hospital."

Yes. Just sitting here thinking about it, I would say I use "on". But there is nothing wrong with "to".
