What is the meaning of would take years to satisfy in the following text?

The McCarthy campaign raised $1.9 million and spent every penny of it.The $500000 note produced by Willy Benton and signed by twelve of the MTA (Mississippi Trial Advocates) directors would take years to satisfy.

Does it mean that the amount of $500000 is also spent in McCarthy campaign and its reimbursement takes years?
