I think it has more that one meaning, but I usually take it as a black woman who is into black culture.

n. a black person's female, black friend.

In spite of the fact that the on-line dictionaries limit the meaning (and that of 'soul brother') to African-Americans, I have heard it in use for any race when referring to a close friend who has the same outlook on life. I believe its meaning has been intertwined with 'soul mate'.
Mister MicawberI believe its meaning has been intertwined with 'soul mate'.
It may be because of my regional upbringing, but while "soul mate" and "soul mates" were part of my lexicon from childhood, I didn't hear of "soul food" until I was an adult, and "soul sister" came in when I was in my early 30's. From my perspective, I was never aware of a connection.

In the US, the use of "the brother" by blacks to refer to blacks dates much farther back, I believe. We had an old phonograph record made in the roaring 20's of a black comedian singing a song, "It Was A Wonderful Chance For Somebody," including the lyrics, "An' when the officers arrive, you know, explain how the brother here, it happens that he ain' alive!"
