He was the director for internal affairs in 2001. As such, he was then responsible for resolving issues within the organization.

What does 'then' mean above? Does it mean "therefore"?
Or does it mean "at that time"?

Please advise. Thank you.

CliveOr does it mean "at that time"? <<< This meaning. But it's a slightly unclear way to say it.
1. How should I rewrite my sentence to make it clear? Do I need to reposition 'then' somewhere else in my sentence?

2. Also, if I intend to mean 'therefore' or 'for that reason', can I say the following?

He was the director for internal affairs in 2001. And therefore, he was responsible for resolving issues within the organization.

3. If the sentences just above are no good, I would really appreciate your suggestion.
