In the UK it is often written as PbR and stands for 'Payment by Result'

Some years ago, providers of a health service might be paid a single amount to provide their service for, say, three months to all people

Nowadays, they are obliged to count the number of people that they have treated and the type of treatment provided. They are then paid by calculation from those figures. The amount they receive goes up or down depending on the level of service provided
