In each country, there are surly many universities. some of them can be called key universities. and there are also some bad universities (poor facilities and staff). my question is how those in between can be called? a modest or moderate university or otherwise?

(We can use it to refer to an educational system, but I'm not sure about universities.)
In an American college guide, the term "more competitive", "competitive", "less competitive" are used.
Teachers: We supply a list of EFL job vacancies
For writings, try "average, fair, middling" and for an informal conversation try "middle-of-the pack, so-so, run-of-the-mill".
