It's a pronounced Scottish accent. You're just not familiar with it. That's all.

This American couldn't understand it, either. I've been to Scotland (10 times better than I thought it was going to be, but you'd better like haggis), and they don't talk like that in Inverness, the Great Glen, Edinburgh or the Borders. Scottish nationalists use an exaggerated Scottish accent in defiance of English domination. They used to learn RP for broadcast. Now they learn this.
