I came across the below sentence in a book in which the underlined part seems odd to me.

I think the verb 'mount' as 'transitive verb,' so the part needs an object to say what we mount by the stepping-stones.

Am I right?

▪ The circumstances of which so many people complain should be regarded as the very tools with which we should work, and the stepping-stones which we are to mount by.
