Is the correct answer make?

#3 seems very strange. Surely "turn into glue" would be more natural than "make glue".

I don't have any problem at all with 'make glue'. When water and flour are mixed together, the mixture is glue. You can hang your wallpaper with it...or, if you'd rather eat it, you can use it for clogging up your arteries.
I don't know. You and I "can easily make glue"; and "water and flour makes glue". But "water and flour can easily make glue"?

Google often seems to favor make over makes in such matters: 'black and white make grey', 'hydrogen and oxygen make water', etc. The question would certainly be more intellectually demanding if the multiple choices were-- make, turn into, be made into, taste as bad as.
