"At the time, I think it was a breakthrough," said David Goldberg, communications director for Smart Growth America, a nonprofit group that lobbies nationally for the concept. "Oregon's state planning is far and away the most comprehensive and probably the most effective. But Maryland's smart-growth program is next in line."

What I got "next in line" is that if Oregon's planning is the first in line, then Maryland's is the second. Right?

Hi Jobb,

Your interpretation is correct. David Goldberg has simply ranked Oregon's state planning as the most comprehensive and probably the most effective, and Maryland's smarth-growth program follows next.

Hope that helps.

And, in "smart growth", smart means favorable?
Hi Jobb,

My take is that is simply a name that Maryland gave to their planning system. They called it the "smart growth" planning system.
