That is totally different. It refers to Roman Catholic dogma. The word entered English from Latin in this sense, oddly enough, meaning "a taking up", and only later developed the sense we see here of "presupposing".

No. That's just how we often put it. A more logical form would be "to not respond", but some people don't like to split an infinitive. It means "to fail to respond".
