a) and b) are fine. c) and d) are wrong.

Note, however, that there is nothing in a) or b) which is specific to a payment. The requirement could be anything as strange as the requirement to stand on your head. I'm assuming that the context around these sentences makes it clear that the requirement you're talking about relates to the payment.
