I think it comes from fishing -- it means something like "okay, I'll take your bait/I'll bite your hook/you've caught me." We say it when someone has teased or tempted us with a question we can't guess the answer to.

I'll bet you'll never guess what my husband got me for my birthday!

No, something more special than that!

A new car?

No, no -- something really exciting!

Okay, I'll bite -- what did he get you?
