You could say it that way -- as long as it's clear from the previous context that you're referring to people. Otherwise, you could add the word 'human', for example:
There are between 100,000 and 150,000 strands of hair on the average human head. (Sounds fairly formal and/or scientific.)

Or you could say this:
On average, there are between 100,000 and 150,000 strands of hair on a person's head.
