One Time, George met Harold in kindergarten. I read this in my 7 year-old's reading book. Why do we need comma after "Time"? I only know that commas are used in a list and before conjunctions.

The comma is the author's choice to make the sentence easier to read, by providing an obvious separation between the adverbial phrase and what follows.

There is no reason why "Time" should have a capital, but the whole of this comic is written in an erratic capitalisation style.

JigneshbharatiOne Time,

This is wordy because once would be enough.
