Hello....

“He should have done it” has two meanings.
1. He didn’t do it, when he had to do it”
2. It is possible that he did it.

And Can ”He ought to have done it”, like “He should have done it”, be used to mean “It is possible that he did it”, not only “He didn’t do it, when he had to do it”?

He should have done it means:
  1. He didn't do it, when he was expected to do it, or had some obligation to have done it.
  2. It would have been a good idea if he had done it.
  3. It is expected that he has done it by now
