The word "page" is used in two different ways.

First, a page is a single sheet of paper. So, in this context, two pages = two sheets of paper.

Second, page has a different meaning now in the context of printing a document. Two-sided printers were very costly in the early days, and few people could afford one, so there was no difference in meaning then. All documents were printed only on one side of the page, so the number of pages in the document and the number of sheets of paper was the same.

But now, all printers can print double-sided. so a four-page document fits on two pages of paper.

People are often not very precise about such things. I am sure they meant two sheets of paper front and back.
