The final sentence refers to they. With choice A, they would be the ... countries. With choice B, they would be those. I choose A, because it seems like a stronger grammatical and semantic connection.

In addition to the excellent reason given by Clive, consider also that the action that took years of fighting to achieve would much more likely have been the division of a country than a declaration of independence. I can't imagine it taking years to declare anything. Emotion: smile
