However, I suggest you start with the third one. Frankly, number two doesn`t make any sense to me.

It makes sense, but it's difficult to change to the active voice if there is no "agent" in the passive to use as the subject in the changed sentence.

    Your main problem seems to be that 'will's get changed to 'would's. 'Can's to 'could's. This is incorrect. It actually changes the meaning of the sentences. Look into the difference between will/would and can/could.
