This is one of those "middle voice" usages. It's like saying " my TV broke".
Reports is plural of report and a noun. It's not an adjective.

Is is present of the verb to be, 3rd person singular.

Concluded is past of the verb conclude.

I think The reports is boject here and the whole sentence is a passive voice,so it should be is concluded instead of concluded

Please study CJ's examples. Structurally, the "reports" is no doubt the subject to the verb "concluded". I think the reason it appeared confusing to you is because of the perception that a report is an inanimate object which can't possibly perfrom the act of concluding.
This perception is correct. But in this context, the reports represented the process and people involved in the disicion making process.

Maybe this passage can help you see why this is not a true passive and "report" is the the object.

After months of study and phone interviews, the city council had compiled and published a report based on the results and finding concerning the future of the school. The report cocluded that the school should be closed immediatelly.
I think when conclude is used in passive voice it always means end or finish not decide
