When it comes to speculation, how do I use tense?

For example: I'll be out of town when the mayor gets elected.

Suppose I am writing in past tense, how do I write this? In the past tense, I have to write about something that's gonna happen in the future.

I'd be out of town when the mayor got/would get elected?

Speculation is thinking.
If the thought is in the past, use a direct quote to say what you were thinking at the time.

I thought to myself. " I'll be out of town when the mayor is elected."
