1. Well, Countries and individual people. It seems strange to me too. I just don't know how I can reword it. There's the same confusion in my first language. The original sentence (in Russian) also looks akward.

2. I agree that that's wordy but what can I do? I need to make an accurate translation. If the task were to render this text into English, it would be much easier.

I mean that you get some part of savings. Some per cent. I've idea how I can put it into English.

What does 'parallel' mean here? What did you draw that parallel with? I seem to have written in italics that I did not know the word that could make sense in that sentence.
