Dear Sir/Madam,
I am writing to express my extreme dissatisfaction, which I am regularly facing due to my neighbors' habit of making noise till late at night.

First of all, it is so uncomfortable that my next-door neighbor is always turning on music loudly the whole day. Although I understand his concern that he fancies listening to music in order to release stress after the hectic working day, his likings should not affect on other neighbors. Not only is the volume of his music system rising by every passing day, but it also results in the exhaustion for other neighbors.

Apart from the loud tune, he also regularly holds late-parties, which are very disruptive to me and other nearby residents. Although I have never objected this issue before, now it is beyond my limit and I am very uncomfortable if this continues. Particularly, I am still a student, as well as a part-time worker; therefore, taking a rest is one of the most important elements having beneficial effects on my health. Owing to his parties at midnight, accompanied by laughing, talking, and quarreling between him and friends, sleeplessness makes me work and study at low productivity and easily lack concentration.

Moreover, I have talked to them about this problem several times, but they always ignore and disregard the seriousness of this situation. Moreover, it is unacceptable that they usually litter and make my yard become a dumping ground. The more rubbishes they throw away, the more contaminated the environment encounter. In mean time, the smoke from their cigarettes also drifts into my window, which is extremely dangerous to physical condition, especially my lung.

Might I suggest that, as the chairman, it would be advisable for you to enact strict disciplines such as requiring people not making noise during the noon and after 9 o'clock in the evening. Should they are into listening to music or watching TV, they ought to reduce the volume or use headphones instead. I strongly recommend that you have certain punishments for who do not obey the rules namely warning, doing volunteer, cleaning the street for 2 weeks, or fine.
