A phrase has to be used by many people over a long time to be called a proverb.
BTW, what you are trying to say here confuses me no end.

We have all tried to explain to you that you CANNOT just create a new proverb. A proverb is a traditional saying, that has been used for many hundreds of years.

The point is you don’t create a proverb overnight. A proverb is "a short saying expressing a general truth, accepted and used for a long time." For example, "failure is the mother of success" and "knowledge is power" are well-known English proverbs.
