"Very" means "same", in a strongly emphatic sense. The structure is:

1. X by the very Y who/that Z.

Commonly, X and Z are actions by Y: Z is the norm, while X is a surprising deviance from the norm or a surprising contrast. For example (from Google):

2. Injustices were perpetrated by the very people who were allegedly providing for their welfare.

3. All too often children and vulnerable adults have been exposed to neglect and abuse by the very people who were supposed to care for them.

4. Paris was continually bombarded by the very people who had stigmatized as a sacrilege the bombardment of the same city by the Prussians.

So in this instance, we want an action that contrasts strongly with "destroying the ruins": thus the only option is "fixing them" (E).

Based on the context and the contrasting tone of this sentence which is about the ruins destroyed vs. the answers, the only logical answer is “E”. Also, please notice: “B” is talking about conservationist. There is no need for conservationists when there is nothing to conserve as in a ruin.
