Is there any difference between these two sentences:

(1) Speical shops and websites can also be found for left-handers.

(2) Special shops and websites for left-handers can also be found.

Can we say, in sentence (1), "for left-handers" modifies "found"; in sentence (2), "for left-handers" modifies "special shops and websites," so these two sentences have different meaning?

There is no difference in meaning. Although the word order of #2 is better, the phrase 'for left-handers' modifies 'special shops and websites' in both cases. Common sense tells us that is true for #1.
