The opening of a national gallery is often seen as a sign of cultured maturity, as is the presentation of artists who represent it. Many regarded the founding of the Municipal Gallery of Modern Art in Dublin in 1908 (Herrero 2005) as a significant and necessary step to national recognition and independence, just as the opening of the National Academy of Design in 1865 and the Metropolitan Museum of Art five years later was intended to raise the status of New York City to the level of Paris and London (Whelan 1995).

I've decided she's a terrible writer. There can be no excuse for such unclear language. The phrase "the presentation of artists who represent it" is nonsense on its face.

I effortlessly took it to mean what it always means. It is of the city it is in.

May "as is the presentation of artists who represent it" want to say "the same way that artworks can represent cultural maturity"?
