I went to Merrian-Webster to check on this and found that, as I've heard many times, there are two pronunciations for "poor":

No. It goes by dialect. I say it exactly like "pour" and "pore" here on the northerly East Coast of the US.

Merriam-Webster is a US dictionary, so will have US pronunciations. There might be more ways to pronounce this around the world. But these two options (and any others) are about accent/region, not situation. You can use the pronunciation you like best, or base it on where you live/who you speak to.
