Hi! Is it right to put O'clock if the other hand of the clock is not pointing at 12, let say 3:30 Oclock?

No, and there is no need to capitalize o'clock.
You should put AM or PM after a time: 3:30 PM.

Say Half past three.
no. you would only use o'clock if you were say 3 o'clock if you are refering to a half hour you would say half past 3 o'clock not 3:30 o''clock, normally you would only ever use o'clock in a more formal sense or sometimes in the title of a song i.e. It's 5"oclock somewhere.
Half past three o'clock is wrong. It is either half past three or three thirty.O'clock is used with the numbers 1 to 12 when telling the time, to mean an exact hour. It is quite common not only in formal context but also in daily conversation.

I want to ask since we have 3 O' clock in the morning and 3 O'clock in the after noon how can we handle this?

Usually the context makes it clear -- if someone asks you to meet for tea, it's probably not at 3 a.m. But if you need to make it clear, omit the "o'clock" and say "3 a.m." or "3 p.m.", or "3 in the afternoon."
