my variants:
(1b) Sunscreen helps to safeguard against sunburn.
(2b) The insurance does not safeguard against damage caused by earthquakes.

Yes. The meanings are the same.

'protect against' is used much more often than 'safeguard against'.

The verb 'safeguard' is a higher register word than the verb 'protect'.
