I would call it syntactically correct, but regional.

You seem to be looking for something prescriptive rather than descriptive.

This may be more a question of acceptability in a given context rather than a question of correctness.

It sounds to me like it would be perfectly possible to hear something like this in conversation in the South of the U.S., but it would not do at all in formal writing. That doesn't mean it's incorrect.
