Mary: Good evening.What will you have?

Peter: I'll have a beer. And what about you, what would you like to have?

Mary: Oh, I'll have a beer too.

Peter: This bar is quite busy.

It can mean either one. Technically, "quite" means "completely", especially when negated. In the affirmative many people take it to mean "somewhat" or "rather".

Peter: I'll have a beer. Where I live, you order using the name of the beer, eg I'll have a Molson Golden or I'll have a pint of IPA. And don't forget to say 'please'.
