What are the correct(natural) verb use in this situation.

The British Council holds an IELTS exam regularly. The fee to take the exam is about $300. (enrollment?)

To take the exam, you need the visit the website(or a real reception area) and fill in your personal information, and finally pay the fee.

In this situation:

do you say, 'I will enrol/register the exam tomorrow?' or what?

Hi,

I'd say 'I will register for the exam tomorrow'.

Thank you Clive.

Do you not use 'apply?' I'll apply for the exam tomorror.

Is apply only for a job?
Hi,

'Apply' is more for situations in which you may or may not be accepted.
