What does that mean?

I know that kismet is the meaning of fate or destiny, but I can't understand that situation.

Quite interestingly, to me of course, kismet seems to be the English spelling/pronunciation of a word in Arabic with the same meaning you mentioned, destiny. Anyway, Constantine means that his destiny always draws him to where unnatural accidents happen, so it is not something strange that Angela had seen him at the place. Hope that it helps.
