Repetition can help "hold" things in your short term memory.

Has the writer enclosed 'hold' in quote marks to indicate that it is not being used in literal sense rather figuratively? I have seen sometimes people enclose the words being used figuratively as 'hold' above inside two apostrophes or quotation marks. Which choice do you prefer and consider formal? Please guide me on this. Thanks.

Often people will include ".." or '..' when they are using a word in a manner that is not customary, or as you said, figuratively. I am not aware of any formality or casualness involved.
