He/she said (that) he/she had been hungry. This is correct, but we more often say
He/she said (that) he/she was hungry.
Th context will usually make the sequence of events clear. If not, you can use Past Perfect.

"I was hungry." (Simple Past Tense)
If I want to report your sentence to others such as students, friends whatever, then I would say:
"He/she said (that) he/she had been hungry."
"He/she told me (that) he/she had been hungry."
Based on my understanding to the reported speech rule, we need to change Past Tense to Past Perfect Tense.

"You said (that) you were hungry"
"You told me (that) you were hungry."
