There is not enough information to answer the question completely.

Who said this?

He/she said (that) he/she had been hungry. This is correct, but we more often say

He/she said (that) he/she was hungry.

Th context will usually make the sequence of events clear. If not, you can use Past Perfect.

"I was hungry." (Simple Past Tense)

If I want to report your sentence to others such as students, friends whatever, then I would say:

"He/she said (that) he/she had been hungry."

"He/she told me (that) he/she had been hungry."

Based on my understanding to the reported speech rule, we need to change Past Tense to Past Perfect Tense.

-----------

But whether is OK to leave it in simple past tense like to say: (I'm not sure)

"You said (that) you were hungry"

"You told me (that) you were hungry."

-----------

If I want to report your speech to you yourself. (I'm not sure of my answer, too)

"You said that you ........."

"You told me that you ........"
