The key is the difference between "out" and "off". To "rinse out" refers to a container. To "rinse off" refers to a surface. So, you rinse out a cup. You rinse off a plate.

Hair is not a container. Skin is not a container. So 'rinse out' doesn't work.

Use 'rinse off' or just 'rinse'.
