I am hearing the word agency in the context of sense of agency used a few times just recently. Can people tell me if this makes sense -

"A person has agency when being heard."


Good question! It's hard to find in the dictionaries.

  • People have agency when they have the ability or means to make themselves heard.
  • A person who has agency has the means to speak and be heard.
  • The goal of social welfare policies is to provide people with "social agency," i.e. the ability and means to function in society. (I read this in an article about a court judgement anyway.)



"leaders have agency when they are heard"

is this not true?
