It is not a complete sentence. Can you see why? Also, nothing that has no punctuation at the end can be a sentence, not to mention a capital letter at the beginning.

You can't "bail at" anything. "Bail" is slang, short for "bail out", what you do when you jump out of an airplane wearing a parachute. You bail out of things or bail from them. You can even bail on someone, meaning to abandon them. But you can't "bail at" anything. I hope that helps.
