My pedaling slowed every time I passed one of the 10,000 windmills that Holland is famous for. They looked like white party hats for giants, set/sit down on a table of green.

Hi,

Do both set and sit fit in the above and mean about the same to you? Thanks.

.
No. Please look up the two verbs; one is transitive and the other is not.

Thanks, Mister.

It seems to me that "sit" fits better, but in fact it's "set." What does "set down on" refer to in the base sentence?
