If I want to ask about whether something is created based on the number of the other things or not.

e.g. Everybody should have one toolkit.


How should I express in this kind of scenarios? Can I say , is this toolkit as per person? or This should be one toolkit per person, please don't mess it up etc...

I assume you're referring to the sentence 'Is this toolkit as per person?'

'Are the toolkits one per person?' is understandable, but not how we would usually say it. One of the most frequent combinations with 'one per person' is 'limited to'.

Are the toolkits limited to one per person?

Maybe that's what you mean. I don't know. But you can also say Does each person get one toolkit? or Is only one toolkit assigned to each person?
