Should it be “My parents were always quarrelling” instead? I am confused because “were” implies that they are no longer always quarrelling, while “are” suggests they are always quarrelling.

Yes. It has to, to go with "I did not like".

It really doesn't. It says nothing about the current state of affairs. In fact, it seems unlikely that they would stop once they got going.

The only thing I would call an error is "this". It should be "that" both times. But there are infelicities. Changing as little as possible:

My parents were always quarrelling about small matters. I did not like the environment there. To escape, I left that place and came to Singapore to work at a young age.
